2026 Keynote Speakers
Willow Baer is a respected public servant and attorney with deep experience in state government, human services policy, and disability rights. She currently serves as Commissioner of the New York State Office for People with Developmental Disabilities (OPWDD), where she leads the agency’s work to ensure that more than 120,000 New Yorkers with developmental disabilities have access to person centered services, opportunities, and supports that promote independence, inclusion, and dignity. She earned her Juris Doctor from Albany Law School and is known for her collaborative approach, strategic thinking, and unwavering dedication to advancing equity and opportunity for New Yorkers with disabilities and their families.

Tanya Dorf Brunner
Tanya Dorf Brunner is the Executive Director of the American Network of Oral Health Coalitions. She's an experienced non-profit executive director who is dedicated to fostering an environment in which creative solutions can be found to daunting problems. I have a history of building strong collaborative relationships with stakeholders at the national, state, and local levels and of working with governmental officials to enact public policy that helps people access the health and oral health care they need. My passion is fighting for healthy equity and social justice.
